  17. to the U.S. Holocaust Memorial Council; by President Bush; in
  18. Washington. Mrs. Dukakis had been a member of the council from
  19. 1980 until 1987, when President Reagan declined to reappoint
  20. her. The council is raising funds to build a museum
  21. commemorating the victims of Nazi genocide.
